Wang Xiaohui Chairs the Sixth Meeting of the Commission for Financial and Economic Affairs of the CPC Sichuan Provincial Committee

On April 25, the Commission for Financial and Economic Affairs of the CPC Sichuan Provincial Committee held its sixth meeting. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Director of the Commission for Financial and Economic Affairs of the CPC Sichuan Provincial Committee, chaired and addressed the meeting. He emphasized that we must thoroughly implement the CPC Central Committee's decisions and plans for the economic work, effectively assume the crucial responsibility of major economic provinces in substantially contributing to the national economy, continually reinforce efforts to excel in the economic work with firm confidence and a focused approach, take concrete measures to consolidate the advantages and sustain the momentum, and ensure that the set annual goals and tasks are fulfilled.

Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of the People's Government of Sichuan Province, and Deputy Director of the Commission for Financial and Economic Affairs of the CPC Sichuan Provincial Committee, attended and addressed the meeting. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Secretary of the CPC Chengdu Municipal Committee, attended.

The meeting thoroughly studied the guidelines from the fourth meeting of the Central Commission for Financial and Economic Affairs, conveyed and studied the spirit of the State Council's video conference on promoting large-scale equipment renewals and trade-in of old consumer goods and the corresponding action plan, heard reports on the plans and implementation of the fifth meeting of the Provincial Commission for Financial and Economic Affairs, the economic performance of the province and Chengdu during the first quarter, and the status of specific key sectors in the province, analyze and evaluate the prevailing economic climate, and discuss and arrange the upcoming phase of work. The meeting examined and approved Work Regulations for the Commission for Financial and Economic Affairs of the CPC Sichuan Provincial Committee and Detailed Regulations for the Office of the Commission for Financial and Economic Affairs of the CPC Sichuan Provincial Committee.

The meeting pointed out that since the beginning of this year, in the face of multiple difficulties and challenges, including complex and changing macroeconomic conditions, insufficient effective demand, and weak market expectations, the provincial Party committee and government, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, have resolutely implemented the decisions and plans of the CPC Central Committee, spared no effort to boost the economy and promote construction, unswervingly advanced high-quality development, and taken solid steps to ensure the implementation of major tasks, core work, and key projects. In doing so, the province consolidated and enhanced the momentum for economic recovery and growth, witnessed a growth rate higher than the national average while meeting annual expectations, and achieved a "good start" in the economy. In general, the province's economic performance is further solidifying its stability, accumulating momentum for progress, and fostering emerging positive expectations. This fully demonstrates the continuous rise in our province's economic dynamism and underscores the diligent efforts of all regions, departments, and Party officials and members, who are all actively working and maintaining a proactive spirit. Simultaneously, it is crucial to acknowledge the escalating complexity, severity and uncertainty of the external environment, and additionally, the economic landscape continues to encounter various challenges; consequently, meeting the projected annual economic growth objectives remains a significant challenge. In particular, the second quarter serves as a pivotal period, bridging previous and subsequent phases. Excelling in this quarter's economic endeavors is crucial for reinforcing and bolstering the favorable economic momentum and achieving the year's goals and tasks. The entire province must act with urgency and a steady, practical approach, vigorously advance the Chengdu-Chongqing Economic Circle's development, thoroughly implement the strategic framework of "synchronized development of new industrialization, information technology application, urbanization, and agricultural modernization, urban-rural integration, and common prosperity of five zones," and intensify efforts to stabilize expectations, growth and employment, aiming for significant achievements in the second quarter and ensuring that by the halfway point of the year, we have completed half of our tasks.

The meeting emphasized leveraging large-scale equipment renewals and trade-in of old consumer goods to actively expand effective demand. We should capitalize on Sichuan's strengths as a major province strong in industries and consumption, insist on the market-oriented approach with government guidance, robustly advance four key initiatives, namely equipment renewals, trade-in of old consumer goods, recycling and circular use, and standard enhancement, propel industrial transformation and upgrading, and improve the people's standards of living. We should take solid steps to promote the advancement of key provincial projects and top-priority provincial development initiatives, further implement the strategy of enhancing the quality and expanding the capacity of consumption, and sustain the robust growth in foreign trade, ensuring that the three pillars of the economy - investment, consumption, and foreign trade - operate at full throttle and in concert. It is necessary to orient towards the development of new quality productive forces to cultivate new drivers of high-quality development. We need to redouble our efforts in the tripod of technology, industry and talent, forge a first-class innovation ecosystem to deepen the integration of industries, academia, research and application circles, insist on the approach to pioneering and developing new racetracks through future-oriented industries while leveraging advantageous industries as underpinnings, move faster to build a modernized industrial system, actively attract and cultivate a pool of high-caliber professionals, continually enhance the business environment, and persistently advance the nurturing and growth of new quality productive forces.

The meeting pointed out that it is necessary to adhere to the strategy that involves reinforcing both urban and rural sectors, while simultaneously ensuring the facilitation of intermediate processes, to effectively promote the integrated development of urban and rural areas. Efforts are required to actively propel the new type of urbanization, expedite the urban integration of migrant workers, further implement the "1+20" pilot reform initiative, which aims at enhancing urban-rural integration within counties and expanding county-level economic management authority to empower counties, foster distinct and diverse developmental models for county towns, and continuously amplify and reinforce the economic robustness of county regions. Policy measures should be customized according to the specific conditions of each city to refine regulatory and control initiatives, thereby facilitating the stable and healthy development of the real estate sector. By studying and effectively applying the experience from the Green Rural Revival Program project, we should integrate our efforts to elevate the standards of rural industrial development, rural infrastructure construction, and rural governance systems, continue to actively explore rural reforms, and accelerate the all-round rural revitalization. At this critical stage, it is essential to prioritize agricultural activities in harmony with the optimal farming seasons, ensure the planned areas are used for grain and oil crop cultivation, and steadfastly undertake the vital responsibility of safeguarding the nation's food security. We should work diligently and wholeheartedly to improve people's well-being with a focus on stable employment. This involves coordinated initiatives to secure jobs for key groups, solid efforts to well handle the 30 affairs related to people's well-being, effectively resolving the people's urgent problems, and ensuring that all urban and rural residents have greater and fairer access to the fruits of development.
The meeting emphasized the necessity of coordinating development and security with risk prevention as the bottom line. Efforts are required to advance the high-quality development of financial sectors, persistently and effectively prevent and defuse local government debt risks, ensure the "three guarantees" (including basic living standards, salaries, and operational functions) at the primary levels, and meticulously allocate limited financial resources to areas of utmost necessity. It is imperative to continuously improve the integrated emergency response and rescue capabilities for disasters like forest and grassland fires, reinforce safety oversight in critical sectors, thoroughly identify and rectify potential dangers, and resolutely prevent major safety accidents, thereby ensuring the utmost safeguarding of the security of people's lives and property.
