From December 5 to 6, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, inspected Panzhihua City and Liangshan Prefecture. She also convened and chaired an economic work symposium in Xichang City for the Panxi Economic Zone and the Northwestern Sichuan Ecological Demonstration Area. She emphasized that the regions need to thoroughly implement General Secretary Xi Jinping's important instructions on Sichuan's work, execute the provincial Party committee's strategic plans, capitalize on local resources, focus on both immediate and long-term goals, understand development patterns, move faster to foster new growth drivers and advantages through proactive initiatives, effective collaboration, and a concerted effort to overtake a weaker starting point, endeavor to carve out a distinctive, high-quality development path, thereby contributing significantly to national strategic objectives and the province's overall development.

Shi Xiaolin visited the Panzhihua Third Front Construction of China Museum, the Pangang Group, the Vanadium-Titanium New Material Industrial Park in Yanbian County, Miyi Sun Valley, and the medical consortia in Miyi County. In these places, she conducted inspections on the inheritance and promotion of the "Third Front Spirit", the full industrial chain development of vanadium-titanium resources, the progress in health and wellness sectors, particularly the silver economy, and the balanced development of primary healthcare services, among other work. She also visited Dechang County in Liangshan Prefecture to learn about the integrated development of agriculture, tourism, and culture in the Anning River basin, along with the advancements in new energy and new material industries in the area.

Following the visits, a symposium was held where representatives from Liangshan Prefecture, Panzhihua City, Aba Prefecture, Ganzi Prefecture, and grassroots levels engaged in discussions about development and offered suggestions either in person or through video linkups. Upon hearing their speeches, Shi Xiaolin noted that Panxi and the northwestern regions of Sichuan have special status, distinct characteristics, and great potential. She highlighted that the provincial Party committee and government have given these two areas important development orientations. In recent years, these "three prefectures and one city" (Aba Tibetan and Qiang Autonomous Prefecture, Ganzi Tibetan Autonomous Prefecture, Liangshan Yi Autonomous Prefecture, and Panzhihua City) have conscientiously implemented the development strategy of "synchronized development of new industrialization, information technology application, urbanization, and agricultural modernization, urban-rural integration, and common prosperity of five zones", promoting positive progress in all aspects of work. It is essential to stay focused and exert precise efforts. On the one hand, we should focus on the current situation, firmly adhere to the annual goals without relaxation, and exert full strength in the final sprint to complete the tasks. On the other hand, we should plan for the long term by meticulously organizing the key work for next year and the 15th Five-Year Plan (2026-2030), unwaveringly promoting high-quality development.
Shi Xiaolin emphasized that the "three prefectures and one city" need to excel in the development and utilization of energy and resources, vigorously promote clustering and chaining of key industries, drive the high-level development of resources such as vanadium-titanium and rare earths, aim for breakthroughs in a number of core technologies in key fields through the "calling for the best candidates" open competition mechanism, and accelerate the construction of the Panxi Strategic Resource Innovation and Development Pilot Zone. They need to promote the complementary development of multiple energy resources such as hydropower, wind power, solar energy, and hydrogen energy, explore the "green electricity + computing power" local absorption model, ramp up to promote the demonstration applications of hydrogen energy, and work together to build a national important clean energy base. Efforts should be made to excel in the development of characteristic agriculture and animal husbandry. It is essential to adhere to ecological and branding approaches, vigorously develop high-quality, healthy, and green products, enhance the level of deep and refined processing, shore up the weak links in water conservancy, cold chain, logistics, and other areas, build a second "granary of heaven" with high standards, and accelerate the construction of a demonstration zone for modern, high-quality, and efficient agriculture. Efforts should be made to excel in southern-oriented opening-up. It is crucial to allocate factors of production across a wider range and in more fields, leverage the advantages of major transportation channels in and out of Sichuan, the China-Laos Railway, and other transport lines, move faster to establish a comprehensive three-dimensional transportation network, and promote a batch of opening-up cooperation projects and platforms in coordination. This will enhance the inland opening up. Efforts should be made to excel in the development of ecological and cultural tourism. It is necessary to coordinate and integrate unique resources, such as plateau snow mountains, sunny health and wellness, green nature, ethnic folklore, and red culture, explore to create a batch of tourist stations and enhance the quality of services in dining, lodging, transportation, sightseeing, shopping, and entertainment, build a high-level international destination for sunny health and wellness, as well as ecological and cultural tourism, and thus better meet the tourists' new expectations for experiencing a better life. Efforts should be focused on project implementation, seizing the opportunities presented by the country's incremental policies, and introducing and cultivating a number of key projects and industries that ensure sustainability in their operational practices and tax revenues. Such an approach will yield immediate as well as long-term benefits.
Shi Xiaolin pointed out that stability, ecology, and people's livelihood are of particular significance to Panxi and the northwestern regions of Sichuan. It is crucial to implement rigorous and concrete measures for workplace safety, prevention and control of forest and grassland fires, and geological disaster prevention and management, advance the rectification of ecological and environmental issues by tackling both their symptoms and underlying causes, and reinforce the ecological shield along the upper reaches of the Yangtze and the Yellow Rivers. We must focus on the two key areas of industry and employment, advance substantial and effective progress in supportive assistance programs for underdeveloped counties, and strictly prevent large-scale relapse into poverty. We should optimize the planning, layout, and delivery systems of public services, taking into account the population structure and trends, and continuously enhance the sense of fulfillment, happiness, and security among people of all ethnic groups.
