On December 13, the People's Government of Sichuan Province convened a special meeting to study the work related to the silver economy. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, attended and addressed the meeting. She emphasized the need to comprehensively implement General Secretary Xi Jinping's important expositions on elderly-related work and the guidelines set forth in the Central Economic Work Conference, fully execute the proactive national strategy in response to population aging, foster coordination between the elderly care undertaking and the silver economy, promote the high-quality development of the silver economy, actively explore new arenas in this sector, speed up nurturing fresh impetus for development, and better satisfy emerging wellbeing needs, aiming to ensure that the elderly population shares in the dividends of development and enjoys a contented and fulfilling later life.

Shi Xiaolin noted that Sichuan, a province with a large population, is also a key destination for wellness and tourism. The province has a sizeable and rapidly increasing elderly demographic, she added. Advancing the silver economy is a crucial strategy for addressing the challenges posed by population aging and fostering high-quality development. It is also a tangible move towards meeting the aspirations of the vast number of elderly individuals and their families. There is a need to strengthen our sense of responsibility and urgency, enhance forward-looking and scientific planning, seize opportunities, and focus our efforts precisely. We should actively foster the silver economy to continually enhance the welfare of the elderly.

Shi Xiaolin stressed the need to strengthen top-level design. With a focus on refining the elderly care service system, we should align with the objectives of meeting the elderly's needs for care, healthcare, a sense of worthiness, education, and recreation, comprehensively analyze the multi-faceted and varied requirements of the aging population, and systematically plan to stimulate the growth of the silver economy. We should build on the province's comparative strengths, pinpoint the most effective starting points and areas of focus, and direct our efforts precisely toward industrial sectors that require and are ripe for action. Efforts should be made to comprehend the payment and consumption patterns of the elderly, clarify the responsibilities for their care, and improve the provision of basic, inclusive and diverse elderly care services. We should reinforce reform and innovation, deepen reforms in the sectors of elderly finance and insurance, develop innovative products, services and solutions, and stimulate latent demand, thereby providing stronger support for industrial development and delivering enhanced convenience and benefits for the people.

Shi Xiaolin stressed the need to advance key tasks in a coordinated manner. By integrating resources from various sectors, we will establish dedicated research teams to promptly track and understand new situations in such areas as market demand, trends, and technological frontiers. Efforts should be made to continuously refine the industrial map, concentrate on delivering high-quality products and services, strategically shore up weaknesses and reinforce areas of strength, and vigorously explore new application scenarios. It is essential to enhance the comprehensive coordination of elements, consolidate resources and strength to support the development of major carrier platforms in regions with advantages, and foster industrial clusters characterized by clear priorities and differentiated growth strategies. Adhering to the principles of open development, we will refine our incentive policies and accelerate the cultivation and expansion of market entities and talent contingents. We will improve the comprehensive regulatory system, strengthen supervision over products, services, quality, and safety, formulate and refine standards, implement regulatory responsibilities, advance legislative efforts, effectively protect the legitimate rights and interests of the elderly, and promote the stable and long-term development of the silver economy. We will also thoroughly implement the Silver Age Action, guiding veteran officials, experts, and teachers to actively participate in initiatives like rural revitalization and youth care, thus enabling the elderly to continue their pursuits and contribute to society.

Shi Xiaolin demands that we conduct an in-depth analysis of specific cases, improve our work measures, and strive for substantial breakthroughs in key areas as soon as possible. With a focus on high-quality supply, we will launch a series of iconic products and services in areas such as age-friendly renovations, biopharmaceuticals, smart security, rehabilitation aids, customized tourism, and elderly training, as well as establish a number of embedded community comprehensive service centers and senior university-affiliated social training sites. With a focus on resource integration, efforts should be made to effectively organize high-level exhibition events and create a series of regular "online + offline" platforms for resource gathering, achievement showcasing, and supply-demand matchmaking. With a focus on entities and talent, we should attract and cultivate a batch of corporate headquarters, high-quality brands, and service institutions, implement a number of key industrial projects, and gather a group of talented individuals who are caring, professional and innovative.

Pubu Dunzhu, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Vice Governor of the People's Government of Sichuan Province, presided over the meeting. Representatives from the Department of Civil Affairs, the Provincial Development and Reform Commission, the Department of Economy and Information, the Department of Commerce, and the Provincial Health Commission, as well as from Chengdu City, Panzhihua City and Liangshan Prefecture, spoke at the meeting.
