On December 17, the People's Government of Sichuan Province held an (enlarged) meeting of the Party Leading Group to convey and study the guiding principles from the Central Economic Work Conference, deliver the requirements from the meeting of the Standing Committee of the CPC Sichuan Provincial Committee, and discuss strategies for the effective implementation of these guidelines. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of the People's Government of Sichuan Province and Secretary of the Party Leading Group, chaired and addressed the meeting.

The meeting noted that General Secretary Xi Jinping's important speech at the Central Economic Work Conference was forward-looking, encompassed the overall situation, and was rich in substance. Xi's speech scientifically answered a series of major theoretical and practice questions, such as how to view the current macro situation and how to approach economic work for the upcoming year, offered pivotal direction for China's economy at a critical stage, and established fundamental guidelines for economic endeavors in the coming year and the period ahead. We must closely align our thoughts and actions with the Party Central Committee's decisions and plans, fully recognize the hard-earned progress in our nation's economic development, and profoundly understand that the centralized and unified leadership of the Party Central Committee is the fundamental guarantee for doing a good job in the economic work. We need to deeply comprehend the scientific methodology encapsulated in the "five coordinations", and fully grasp the Party Central Committee's scientific assessment of the evolving dynamics at home and abroad, as well as its general requirements and policy directions for next year's economic work, and integrate these insights with the unique conditions of Sichuan, aiming to unwaveringly uphold the "two affirmations" and resolutely accomplish the "two upholds" through our practical actions.

The meeting underscored the need to sustain our strategic commitment to high-quality development, focus on key links for achieving breakthroughs, and take concrete measures to effectively implement the key economic tasks for the upcoming year. Efforts should be made to broadly boost domestic demand, launch targeted initiatives for key projects, strengthen the supply of quality goods and services to facilitate consumption upgrades, and actively stimulate private investment. Initiatives should be undertaken to accelerate the cultivation of new quality productive forces, promote key industries to form clusters and strengthen their chains, expedite the commercialization of scientific and technological innovations, strategically plan for future-oriented industries, and propel the transformation and upgrading of traditional sectors. We need to deepen reform and expand opening up, deliver the major reform tasks as arranged by the national authorities and the provincial Party committee, and expedite the progress of integrated reform matters. It is essential to exert all-out efforts towards stabilizing foreign trade and foreign investment, establish international open portals and hubs, elevate the capacity of opening-up platforms, and ensure the high-quality organization of major events, such as the World Games 2025 Chengdu and the Belt and Road Conference on Science and Technology Exchange. We need to optimize the business environment, strengthen the building of a government based on the rule of law, good faith, and digitalization, and concentrate on addressing the concerns of enterprises by bolstering policy support and improving regulatory services. It is essential to proactively prevent and defuse risks, strengthen risk management measures in sectors such as real estate, local government debt, and finance, and implement comprehensive and meticulous safety protocols in areas including workplace safety, forest and grassland fire prevention and control, and geological disaster management. Efforts should be made to foster integrated urban-rural development, enhance the county-level economy, diligently implement basic assistance packages for the 39 underdeveloped counties, hold the bottom line of preventing large-scale relapse into poverty, and expedite the all-around rural revitalization. Efforts should be directed towards the implementation of regional strategies, seizing the opportunities presented by the construction of the national strategic hinterland, striving for the allocation of more significant productive forces, promoting the deep and substantive development of the Chengdu-Chongqing Economic Circle, strengthening the building of a modernized Chengdu Metropolitan Area, and fostering the collaborative prosperity of the five major regions. We should make coordinated efforts to see that reducing carbon emissions and mitigating pollution operate in parallel with expanding green transition and promoting economic growth, effectively rectify the feedback issues from the eco-environmental protection inspections, strive for blue skies, clear waters, and clean soil with consistent and intensified efforts, advance the green transition of production and lifestyle, and reinforce the ecological shield along the upper reaches of the Yangtze and the Yellow Rivers. We should ramp up efforts to guarantee and improve the well-being of the people, stabilize and expand employment opportunities, strengthen public services in response to demographic changes and demands, and provide exceptional consideration and support to vulnerable groups, in a bid to continually bolster the people's sense of fulfillment, happiness, and security. We should leverage the key period at year-end and year-beginning to make a strong push towards achieving the targets and tasks for this year, effectively plan for the first quarter of the upcoming year, and ensure a successful conclusion to the current year and a promising start to the next.

The meeting underscored the importance of taking action-oriented and pragmatic approaches. Implementation must be undertaken with a strong sense of responsibility, a targeted and scientific methodology, effective collaboration and coordination, improved service delivery, and a commitment to integrity and honesty. We must continually enhance our competence and proficiency in fulfilling our duties in accordance with the law, proactively and effectively stabilize societal expectations to boost confidence in development, and ensure the effective implementation of the Party Central Committee's major policies and the provincial Party committee's decisions and arrangements, seeing that the effectiveness of government work is assessed by the people's satisfaction and tangible outcomes in high-quality development.
