From November 26 to 28, a reading session on implementing the guiding principles from the third plenary session of the 20th CPC Central Committee for principal officials at the municipal and departmental level was held in Chengdu. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, attended the opening ceremony and delivered a keynote report. He emphasized the need to thoroughly study and implement the guiding principles from the third plenary session of the 20th CPC Central Committee, as well as the important speech General Secretary Xi Jinping delivered at the opening ceremony of the study session for principal officials at the provincial and ministerial level, deeply comprehend the strategies outlined during the sixth plenary session of the CPC Sichuan Provincial Committee, unify our thoughts and understanding, reinforce our confidence and resolve, and pool our efforts to steadily advance further deepening reform comprehensively, thus providing robust momentum and institutional support for writing a new chapter of Sichuan in advancing Chinese modernization.

Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the opening ceremony. Tian Xiangli, Chairperson of the CPPCC Sichuan Provincial Committee, attended the opening ceremony. Yu Lijun, Deputy Secretary and Head of the Organization Department of the CPC Sichuan Provincial Committee, attended and addressed the closing ceremony.

In his keynote report, Wang Xiaohui highlighted that the substantial achievements in practice, institution, and theory gained from comprehensively deepening reform in the new era have laid a robust foundation and offered valuable experience for propelling reform further on the new journey. The Resolution adopted at the third plenary session of the 20th CPC Central Committee, along with the Explanation and significant speech delivered by General Secretary Xi Jinping, offer fundamental guidance for us to further deepen reform comprehensively. In his important speech at the opening ceremony of the study session for principal officials at the provincial and ministerial level, General Secretary provided a comprehensive response to the questions of "how to perceive" and "how to proceed" with the new round of reforms, covering both epistemological insights and methodological guidance. The speech constitutes an incisive elaboration on the spirit of the third plenary session, serves as a strong mobilization for thoroughly implementing the decisions made in the session, and holds major and far-reaching significance for leveraging further deepening reform comprehensively to open up new horizons in our cause on the new journey. Learning and implementing the guiding principles from the third plenary session and the study session for principal officials at the provincial and ministerial level is an ongoing endeavor that involves deepening comprehension and enhancing ideological understanding. We must make consistent efforts to understand, master, and apply these guidelines, thoroughly comprehend the decisive importance of the "two affirmations", and accurately grasp the guiding philosophy, themes, major principles, key tasks, scientific methods, and fundamental guarantees for further deepening reform comprehensively, steadfastly apply these to coordinate various aspects of reform on the new journey of the new era, thus ensuring that our reform initiatives consistently move forward in the correct direction.

Wang Xiaohui noted that since the third plenary session of the 18th CPC Central Committee, Sichuan has resolutely implemented the strategic decisions of the Party Central Committee and the guiding principles outlined by General Secretary Xi Jinping, consistently aligned its policies and actions with the standards, demands, and the overall objectives of the central authorities, prioritized people-centric and problem-oriented approach, and advanced its work through pilot initiatives. Through these efforts, we have propelled significant advancements in comprehensively deepening reform, fuelled the progress of Sichuan's governance in the new era, and reinforced our commitment and resolve to further deepen reform. Sichuan is currently facing challenges and opportunities that coexist in its development process. Sichuan's reform has entered a critical phase fraught with tough challenges. The achievements obtained in reform can only be consolidated and expanded by further deepening reform comprehensively. Similarly, the obstacles to development can only be overcome through such comprehensive deepening of reform. The development process entails facing challenges, while reform provides the appropriate solutions. We must firmly persist in further deepening reform comprehensively, move faster to eliminate the institutional obstacles that hinder Sichuan's high-quality development, and more effectively realize transformations in development methods, drivers, fields, and quality, striving to open up new horizons in the realm of reform and development.

Wang Xiaohui emphasized that the sixth plenary session of the 12th CPC Sichuan Provincial Committee has devised a systematic plan for comprehensively deepening reform in the province, both at present and for some time to come, and we must effectively implement the key tasks to ensure their practical and visible outcomes, accelerate the transition of reform from "blueprints" to "action plans", convert them into concrete and accessible institutional accomplishments, and strive to attain a series of iconic achievements in reform. We must align our reform initiatives with the national overall strategic framework, with a focus on supporting the development of the national strategic hinterland, implementing major regional development strategies, fostering greater self-reliance and strength in science and technology, and enhancing higher-standard opening up, promptly and diligently implement reform in key areas, and fully demonstrate Sichuan's commitment and contribution as a major province. We must focus on giving full play to the role of the market to deliver our reform initiatives. Efforts should be concentrated on deepening the reform of state capital and state-owned enterprises, fostering the growth and consolidation of the private sector, advancing the market-oriented reform of production factors, establishing a fairer and more vibrant market environment, ensuring that the government better fulfills its role, and striving to optimize the efficiency of resource allocation and maximize overall benefits. We must center on solidifying the primary-level foundations when implementing reform. In a bid to delegate greater administrative powers in economic and social management to the primary level, it is necessary to invest more effort in expanding their management authority and empowerment, strengthening support and assurance, and consistently reducing their workload while enhancing efficiency, thereby creating favorable conditions for advancing primary-level reform and development. We must center on enhancing people's well-being to implement reform. With a focus on meeting basic needs, enhancing supply quality, and narrowing the gap, efforts should be made to refine the systems and mechanisms that protect and improve the people's livelihood, strive for a balanced distribution of resources and public services between urban and rural areas, promote faster development in underdeveloped regions, increase the income of low-income groups, and implement more reform initiatives that effectively solve pressing difficulties and problems that concern the people most to genuinely alleviate their worries and warm their hearts. This will ensure that the people experience a greater sense of fulfillment and happiness from these reforms. We must concentrate on elevating the standard of social governance to implement reform. Efforts include refining the systems and mechanisms for strengthening the leading role of Party building in primary-level governance, developing long-term mechanisms for the Peaceful Sichuan Initiative, enhancing the frameworks for law-based governance, and taking solid steps to modernize the system and capacity for governance, thereby ensuring the overall social stability.

Wang Xiaohui emphasized the continuous improvement of organizational leadership and support mechanisms as essential for further deepening reform comprehensively. Leaders and officials at all levels are called upon to exhibit the bravery required for innovation and reform, take a firm grip on the reform efforts, and actively lead, support, engage in, and drive reform initiatives through their actions. It is essential to maintain the principle of selecting and appointing officials based on their solid efforts and tangible performance, putting officials to the test in the context of reform and development. It is crucial to maintain a commitment to scientific methods and strategies, integrate top-level design with the principle of cautious advancement, plan systematically, arrange scientifically, and act purposefully after thorough deliberation. By upholding fundamental principles and breaking new ground, we can achieve continuous breakthroughs in reform. It is important to appropriately manage expectations regarding reform, guide public opinion in the right direction, and lead officials and the public to approach adjustments in interest relationships and personal gains and losses during the reform with a proper attitude, so as to foster a vibrant environment where everyone across the province unites in their efforts to advance reform.

Wang Xiaohui stressed that with just over a month left in the year, all regions and departments across the province must consistently prioritize development as the top priority in our work, refine the implementation of both existing and incremental policies, channel efforts toward the final push to accomplish the targets and tasks for this year, strategize in advance for the upcoming year and the 15th Five-Year Plan (2026-2030), ensure robust support initiatives for people's livelihoods at the end of this year and the start of the next, and steadfastly stick to the bottom line of safety.

Presiding over the opening ceremony, Shi Xiaolin stated that Secretary Wang Xiaohui's keynote report is another clarion call to action and reaffirmed strategic plans for further deepening reform comprehensively within the province. We should seize this reading session as a pivotal moment to delve deeper into and thoroughly grasp General Secretary Xi Jinping's series of new thoughts, viewpoints, and assessments on comprehensively deepening reform, as well as the guiding principles from the third plenary session of the 20th CPC Central Committee, and align our thoughts and actions with the strategic plans set by the Party Central Committee and the provincial Party committee. It is imperative to strengthen our commitment to reform, accurately guide the direction of reform, enhance our responsibility for reform, and gather collective efforts toward reform. We should meticulously analyze and advance reform initiatives in line with Sichuan's specific circumstances, work with relentless persistence to promote the implementation of reforms, and strive to achieve more substantial and evident reform outcomes. By doing so, we aim to move faster to establish a new highland of reform and opening up in the era, thereby injecting robust momentum for writing a new chapter of Sichuan in advancing Chinese modernization.

In his concluding remarks, Yu Lijun noted that this reading session had a clear and focused theme, a meticulously structured curriculum, deeply engaging discussions, robust organization and preparation, and rigorous academic conduct. This session provided a renewed impetus for thought and reaffirmed strategic plans for our endeavors. Participants have further enhanced political awareness, clarified the current situation and tasks, defined approaches and methods, and unified efforts in work. It is essential to maintain unwavering commitment, engage in consistent learning for enhanced understanding, and continually deepen comprehension to achieve ongoing progress. To further deepen reform comprehensively, we must uphold fundamental principles and break new ground, pursue progress while ensuring stability, hone our capabilities, drive action through learning, maintain a people-oriented approach, solidify our foundations, fulfill our responsibilities, coordinate collaborative efforts, adhere to the leading role of Party building, ensure robust support, and translate our learning outcomes into tangible work achievements.

During the reading session, participants engaged in group learning and discussions, receiving specialized guidance from experts at the Party School of the CPC Central Committee. At the closing ceremony, representatives from each group reported on their learning and discussion situations during the session.

Relevant provincial-level leaders attended the opening ceremony. Participants in the reading session included leading officials from municipal (prefecture) Party committees and governments, provincial departments (units), provincial research institutes and higher institutions, and state-owned enterprises supervised by Sichuan provincial SASAC, among others.
