On April 23, information was obtained from the Division of Laws and Regulations of the Sichuan Provincial Commission of Development and Reform that, in accordance with the National Development and Reform Commission's requirements for carrying out a specialized disciplinary action for bid evaluation experts in the field of engineering construction project tenders and the provincial government's plans for specialized rectification in the public resource trading field, starting from today, a special education and rectification campaign on integrity practice of bid evaluation experts will be initiated province-wide, aiming to further standardize and enhance the conducts of the bidding expert team.

This education and rectification campaign consists of four parts: conducting a review and verification of the basic information of bid evaluation experts, rigorously addressing and penalizing any illegal or non-compliant behaviors exhibited by these experts, systematically organizing the re-evaluation and reappointment for the experts, and improving the oversight and assessment mechanisms governing bid evaluation experts. As part of the campaign, bid evaluation experts are required to independently report their involvement in social media groups. Relevant departments across all levels will thoroughly review and verify the qualifications of bid evaluation experts in the database and identify whether they have been disciplined by Party and government regulations, whether they have received criminal penalties, and any existence of dishonest behaviors, among other issues.

Simultaneously, random inspections will be conducted to review the bidding processes of both completed and ongoing projects. Administrative oversight departments at all levels are directed to conduct random inspections on projects legally required for tendering since January 1, 2023, ensuring that at least 30 percent of these projects are reviewed, and these inspections will focus on the bidding evaluation situation of the projects. Bid evaluation experts found to have engaged in unlawful or non-compliant conduct during the bidding process or who refuse to cooperate with investigations will be seriously dealt with in accordance with the law and regulations.
