On January 2, the People's Government of Sichuan Province convened a special meeting to discuss the "one-card-pass" services for social security cards. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, attended and addressed the meeting. She underscored the necessity to thoroughly implement General Secretary Xi Jinping's important instructions, execute the State Council's plans for one-stop government services, adhere to the people-centered philosophy of development, leverage the social security card's "one-card-pass" function as a crucial starting point in building a digital government, and move faster to refine the "one-card-pass, one-code-pass" management system for public services, so as to ensure that the public experiences greater efficiency, convenience and satisfaction in their handling government-related matters, further boost the government's overall effectiveness in governance and service provision, and harness the "small card" to significantly improve greater livelihood services and empower comprehensive governance.

Shi Xiaolin emphasized the need to drive data sharing and process reengineering through a reform-oriented mindset and approach, further advance the construction and management of the "one-card-pass" platform, and strive for a rapid realization of "one individual, one file" and the integration of multiple cards' functions into a single, universally applicable card. It is imperative to expedite the development of the foundational database, leverage the integrated government service platform to dismantle departmental barriers, promptly aggregate and merge relevant data, substantially enhance data quality, and create a robust and comprehensive basic database. It is essential to establish a collaborative sharing mechanism, adhere to the province-wide holistic working approach, strengthen the top-level design, standard formulation, and interface management, implement one-stop government services with a focus on the public's need, enhance data sharing and service integration across departments, levels and businesses, and promote real-time synchronization of data and application systems for medical assistance, employment aid, and other services, thereby providing more precise and efficient services to the public. It is necessary to densify the online and offline service networks, accelerate the construction and improvement of the provincial-level service platform, strengthen their connection with the national-level platforms and the interconnectivity between departmental and municipal (prefectural) platforms, and promote the implementation of "one-card-pass" and "one-code-pass" between Sichuan and Chongqing, as well as with other provinces and cities. Meanwhile, efforts should be made to continuously optimize and improve offline service outlets, fully consider the diverse and personalized needs of the elderly, people with disabilities, and working individuals, and innovate service models such as immediate processing, extended service hours, and assisted or proxy processing services to enhance the public's experience. Efforts should be actively made to expand application scenarios of the "one-card-pass" system, adopt a pragmatic and effective approach guided by public needs, and identify and integrate more application fields and matters into the system, ensuring that the system can leverage data more effectively, reducing the burden on the public, enhancing backend collaboration, and handling processes with greater efficiency. It is essential to strengthen security protection management, establish a robust data security responsibility mechanism, promote the use of secure technologies such as blockchain, enhance the level of interactive management and collaborative protection, and effectively safeguard personal information, system, and data security. It is important to promptly summarize the experience gained from the construction of the social security card "one-card-pass" system, establish and improve the enterprise database following a "one enterprise, one file" approach, explore the application of "one-card-pass" for legal entities, and work to promote the direct and rapid access to policies that benefit enterprises, provide practical and effective service supervision, and facilitate convenient and efficient handling of government affairs, thereby better serving the development of enterprises.
