Shi Xiaolin Chairs the Executive Meeting of the People's Government of Sichuan Province |

On January 3, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, chaired the 41st executive meeting of the provincial government. The meeting primarily aimed to convey and study the important speeches and instructions recently issued by General Secretary Xi Jinping, discuss and arrange for the effective execution of these directives within the government system, and strategize the work related to the health sector and the safety management for operations in confined spaces.
During the meeting, attendees heard a report presented by the Provincial Commission of Health regarding the actions undertaken to implement the guiding principles from the national health conference. The meeting highlighted the critical need to fully implement General Secretary Xi Jinping's important expositions on the Healthy China Initiative, ensure that public health is a top priority in strategic planning, firmly adhere to and act on a holistic approach to health, meticulously detail every measure in alignment with national strategies, specify the task manual, schedule and roadmap, and emphasize collaborative efforts, the overcoming of challenges, and the pursuit of innovative breakthroughs, so as to accelerate the development of a higher-standard Healthy Sichuan in the new era. The focus should be on strengthening primary-level healthcare work. Efforts are required to expedite the building of a tiered diagnosis and treatment system, enhance the radiating and leading roles of national and regional health centers, swiftly improve the service capabilities and quality at the county level by leveraging the compact medical consortiums, optimize the layout of primary-level medical and health service institutions based on population structures, promote the integration of services such as telemedicine, medical imaging, and clinical laboratories under a unified network, continue to emphasize on the primary level in building a robust team for health and wellness, and push for the high-quality, balanced development of medical care across urban and rural regions. A healthcare approach oriented toward public welfare should be sustained. Work should be done to consistently deepen reforms in the medical and healthcare systems, promote the coordinated development and governance of the "three medical" sectors (medical insurance, medical services, and pharmaceuticals), fulfill the reform tasks related to staffing, pricing, salaries, oversight and the optimization of fiscal subsidy policies, reinforce and expand public hospitals, and continuously improve the integrity, professional ethics, and work style governance within the healthcare sector. It is important to continue prioritizing prevention efforts. Work should be done to speed up the building of a robust public health service system, encourage social joint governance, foster the synergy and integration of medical treatment with preventive measures, enhance the core competencies in infectious disease prevention and control comprehensively, and move faster to develop the national demonstration zone for comprehensive reform in traditional Chinese medicine, in a bid to promote the health of the people in a holistic and lifecycle manner. We should ensure that supply is aligned with demand. Work should be done to enhance the support and service system for population development, bolster services for both the elderly and children, provide strong support for establishing comprehensive geriatric hospitals with specialized medical care, vigorously expand integrated childcare services, take concrete actions to execute the Years of Pediatric and Mental Health Services initiative, and speed up improving the mental health and psychiatric care services. There is a need to consistently leverage the leading role of medical and pharmaceutical scientific and technological innovation. It is essential to actively cultivate original and disruptive innovation outcomes, build clusters and strengthen chains to promote the development of the medical and health industry, including in nuclear medicine, biopharmaceuticals, and medical devices, cultivate new products, business models, and modes, maximize the potential of industrial, talent and other funds, pursue implementation of major national strategies and building security capacity in key areas, as well as execution of the large-scale equipment upgrades and consumer goods trade-in programs, and strive to develop new quality healthcare productive forces in line with local conditions.
The Sichuan Provincial Provisions on Safety Management of Operations in Confined Space (Draft) was reviewed and approved at the meeting. The document emphasized the need to strengthen the execution of duties, ensure strict enforcement of shared responsibilities by both Party and government bodies, as well as the safety requirements in three management fields (industries, business, and production), move faster to formulate key supervision directories and guidance lists, strengthen regulatory oversight and inspection, confirm the effective fulfillment of corporate obligations, and assure the thorough and effective application of full-process safety management protocols and other safety requirements. It highlighted the need to intensify promotional and instructional efforts, implement stringent safety training and warning education for administrators, operational staff, and other individuals, actively disseminate safety information in rural areas, and efficiently raise awareness of safety and capability for emergency prevention and response. It called for efforts to enhance scientific and technological empowerment, vigorously promote the adoption of new technologies, processes and equipment, explore ways to reduce corporate costs, including options like equipment leasing, and continuously improve intrinsic safety.
