On March 17, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, conducted a special inspection on farmland protection and geological disaster prevention and control at the Department of Natural Resources. She emphasized the need to thoroughly implement the important expositions of General Secretary Xi Jinping on natural resource work and the guiding principles from the national "two sessions", keep in mind the country's most fundamental interests, act on the requirements of a "unified base map, unified standards, unified planning, and unified platform", integrate various types of management data to develop a single map for the provincial geographic information system, clarify the management boundaries of cultivated land, forest land, garden land, and construction land on the basis of understanding the fundamental situation within the province, leverage technological empowerment, dynamic monitoring, and information sharing to achieve scientific management and maintain the bottom line, and promote high-level protection and efficient use of natural resources, so as to provide stronger guarantees for the implementation of major national strategies and the high-quality development of the entire province.
Shi Xiaolin visited the Sichuan Provincial Institute of Territorial Spatial Ecological Restoration and Geo-Hazard Prevention and Control to inspect the operation of the geo-disaster early warning platform and the 3D real-scene comprehensive analysis system for debris flow gullies. Subsequently, she presided over a meeting at the Department of Natural Resources, during which she listened to reports on the overall progress of natural resource work in the province and discussed the construction and application of the "single map" system for natural resources, among other related initiatives.
Shi Xiaolin emphasized the need to adhere to a practical and problem-oriented approach, strengthen coordination and collaboration among departments such as natural resources, forestry and grasslands, and agriculture, establish a special task force to accelerate the construction of the natural resource spatial geographic information database and the "single map" system, scientifically and reasonably annotate management attributes and delineate boundaries for cultivated land, forest land, and garden land, advance the restoration and spatial replacement of cultivated land in a classified and orderly manner, resolutely stick to the red line for farmland protection, use various means like the satellite remote sensing dynamic monitoring, and leverage digintelligence to enhance the efficiency and effectiveness of natural resource management services.
Shi Xiaolin emphasized the need to identify key entry points and breakthroughs in work, focus efforts on strategic, supportive and forward-looking issues, and better leverage the role of natural resources in ensuring and promoting overall development. Efforts should be made to strengthen the protection of cultivated land and lay a solid foundation for the "Tianfu Granary", reinforce protection responsibilities in accordance with requirements such as emphasizing both quantity and quality, enforcing strict regulations, advancing systematically, and promoting sustainable use, enhance the quality of permanent basic cropland, improve the management of offsetting cultivated land that has been put to other uses, and strengthen full-chain regulatory oversight. It is essential to adhere to precise and intensive approaches to strengthen factor support, expand "green channels", conduct "provisional reviews", and provide pre-positioned "land care services" to better address project challenges. Efforts should be intensified to revitalize idle resources, promote the disposal of approved but unused land or idle land, and enhance the intensive and economical use of land. Additionally, cities (prefectures) should be guided to standardize the exercise of provincial land approval authority, ensuring that it is effectively delegated, properly managed, and well-regulated. Continuous efforts should be made to promote mineral exploration and development, drive the increase in reserves and production of strategic mineral resources, allocate mining rights in a scientific and efficient manner, comprehensively advance the construction of green mines, ensure the safety management of tailings ponds and the comprehensive utilization of tailings, and effectively complete the "second half" of the reform of geological exploration units, so as to steadfastly undertake the mission of establishing a strategic base to ensure the supply of important primary products for national needs. We should strengthen our responsibilities as a province in the upper reaches by building an ecological shield, further advance a holistic and systematic approach to conserving and improving mountain, water, forest, farmland, lake, grassland, and desert ecosystems, construct the Giant Panda National Park with high quality, orderly advance comprehensive land restoration across the entire region, and resolutely address issues identified during central and provincial ecological and environmental protection inspections. Work should be done to enhance safety standards and maintain the safety bottom line, practically and effectively leverage technology to bolster disaster prevention, mitigation, and relief efforts, strengthen the construction and optimization of monitoring and early warning systems, make good use of platforms such as "12345", and, in response to changes in meteorological conditions, improve the dynamic identification of risks and hazards, as well as expand the scope and elevate the handling of these matters to higher administrative levels, give full play to the roles of grid workers and monitors, promote close coordination between online "perception and early warning" systems and offline "alert-response-implementation report" mechanism, strengthen community-based prevention and control, and resolutely prevent and curb disasters that may cause mass casualties or injuries. We need to implement full and strict governance over the Party, solidly carry out the education program on deepening the implementation of the central Party leadership's eight-point decision on improving conduct, and continuously maintain a political ecosystem featuring integrity, honesty and enterprising spirit, thus contributing more to the development of the entire province.
