Sichuan is intensifying its efforts to boost inbound tourism development. Recently, the Sichuan Provincial Leading Group for Culture and Tourism Industries issued the Action Plan of Sichuan Province for Further Promoting Inbound Tourism (2025-2027) (hereinafter referred to as the Plan). In accordance with the Plan, the province introduces 20 measures spanning eight major areas, including optimizing visa and customs clearance services and enhancing the accessibility of international transportation, in a bid to further promote the high-quality development of inbound tourism across the province and accelerate the establishment of a globally significant tourist destination.
Since the resumption of inbound tourism, Sichuan has implemented a series of measures and made great efforts to foster the robust recovery of its inbound tourism sector, bolstered by multiple advantageous factors, including the continuous expansion of countries eligible for visa-free entry policies and the gradual restoration of international flights. The province has successively rolled out a range of supportive policies, such as the Sichuan Province Action Plan for Promoting Inbound Tourism and the Measures to Improve Payment Convenience for Foreign Nationals in Sichuan, driving a notable surge in the number of inbound tourists across many regions.
The newly issued Plan further intensifies support on top of the previous efforts. The Plan outlines a comprehensive strategy focused on eight areas: optimizing visa and customs services, enhancing international transportation accessibility, improving the service environment for inbound tourism, enriching the supply of high-quality tourism products, strengthening guidance and support for entities in the inbound tourism market, advancing talent team building, intensifying promotional efforts for inbound tourism, and elevating management and security standards. These efforts are designed to amplify Sichuan's advantages in rich cultural and tourism resources and bolster its international competitiveness in this sector.
The Plan is closely aligned with current realities and elucidates several key issues of significant interest to entities within the inbound tourism market. For instance, in response to the need for enhanced payment convenience, the Plan proposes to promote the application of convenient payment services for inbound tourism in key areas such as public transportation, tourist attractions, cultural and museum venues, dining establishments, and shopping districts in major tourism cities.
To address the needs of inbound tourists from different source markets, the Plan suggests strengthening research on the cultural traditions and preferences of these visitors, optimizing market structures in a timely manner, and launching premier travel routes, themed package tours, and "flight ticket plus" travel products.
In response to the shortage of tour guides proficient in less commonly taught languages (LCTLs), the Plan proposes measures to support the recovery and development of LCTLs tour guide teams in travel agencies and to fully utilize volunteer service platforms to bridge this gap, thus enhancing the overall tourist experience.
A relevant leading official from the Department of Culture and Tourism has highlighted that the implementation of the Plan will generate a multifaceted positive impact across various domains, including cultural and tourism development, cultural communication, and international exchanges, expected to inject fresh momentum into Sichuan's pursuit of high-quality development in its culture and tourism sectors.
