Sichuan Implements Multi-Pronged Measures to Address Climate Change and Actively Pursues Green and Low-Carbon Transition

"In 2024, Sichuan Province recorded an average annual temperature of 16.4°C—1.2°C above the historical norm, marking the highest level since 1961 and eclipsing the previous record of 16.1°C set in 2023." On June 25, at the Sichuan provincial main venue event for the 2025 National Low-Carbon Day, Zhou Changyan, Deputy Director of the Sichuan Climate Center, issued a warning that climate change, characterized primarily by sustained warming, is intensifying and has become one of the most pressing global challenges we face.

Against the backdrop of the global efforts to address climate change, Sichuan, an economic powerhouse in China, also attaches great importance to promoting the harmony between man and nature. It aims to build a pilot zone under the Beautiful China Initiative and a pilot zone for green development, thoroughly implements the national strategy of actively responding to climate change, actively and prudently works toward peaking carbon emissions and achieving carbon neutrality, and continuously strengthens climate change adaptation actions.

Industries Unite for Green and Low-Carbon Transition

As a fundamental pillar of the national economy, the cement industry is a major source of carbon dioxide emissions and a key contributor to environmental pollutants in the province.

"Sichuan's cement enterprises are widely distributed and numerous in quantity. Facing tightening resource and environmental regulations, the province's cement sector is accelerating its transition towards a green and low-carbon path." Zhang Kui, Deputy Secretary-General of the Sichuan Cement Association, cited specific instances. Bazhong Conch Cement Co., Ltd. has decreased energy usage and emissions throughout its production process by technological innovation, with its energy efficiency exceeding the industry benchmark by eight percent. Zigong Jinlong Cements Limited has utilized the cement rotary kiln technology to reduce fuel consumption and realized the harmless and resource-based utilization of solid waste materials.

The pollution reduction and carbon emission mitigation practices in Sichuan's cement industry exemplify the broader green and low-carbon transition initiatives being undertaken across all sectors in the province.

In recent years, Sichuan has strategically concentrated on fostering green and low-carbon industries, including photovoltaics, power batteries, new-energy vehicles (NEVs), and green hydrogen energy. The province is moving faster to establish a world-class lithium-battery industry hub and a globally impactful photovoltaic industry base. Initial frameworks of green productive forces have emerged, while new quality productive forces are swiftly gaining traction. At the same time, Sichuan is actively seizing opportunities in the sector's new arenas. It further promotes the development of the entire hydrogen energy industry chain and the widespread promotion and application of hydrogen energy, and its first large-scale water electrolysis-based hydrogen production project has been put into operation.

Last year, Sichuan's green and low-carbon advantageous industries saw their added value surge by 10.2 percent year-on-year, and the proportion of investment in these industries climbed by 1.3 percentage points year-on-year. The growth rates consistently outpace those of industries above the designated size.

In addition, landmark achievements have been made in the green transition of the economy and society. In the energy sector, Sichuan is accelerating the construction of a new-type power system and a new-type energy system. The number and scale of projects under construction have reached an all-time high. The installed capacity of renewable energy power has exceeded 100 million kilowatts, and the proportion of renewable energy power consumption in the province has exceeded 70 percent. In the transportation sector, retail sales of NEVs from enterprises above the designated size increased by 35.3 percent year-on-year, and over 90 percent of new and upgraded urban buses now run on new energy sources. The province's NEV ownership has surpassed 1.4 million units.

Steadily Advance Climate-Resilient Society Development

Recently, 14 departments, including the Department of Ecology and Environment, the Provincial Development and Reform Commission, and the Department of Economy and Information Technology, jointly issued the Implementation Plan of Sichuan Province for Developing a Carbon Footprint Management System, aiming to actively and systematically establish a product carbon footprint management framework.

"Product carbon footprint links production enterprises on one end and consumers on the other. It is an important mechanism for promoting the coordinated reduction of greenhouse gas emissions throughout the product life cycle," said Xiang Liu, an engineer at the Energy and Climate Change Research Center of the Sichuan Academy of Environmental Policy and Planning. He further explained that the product carbon footprint and its certification labeling system serve as important references and bases for consumers and purchasers when choosing products. This is conducive to enhancing the competitiveness of low-carbon products and expanding their market share.

In recent years, Sichuan has formulated the Sichuan Province Action Plan for Qinghai-Xizang Plateau to Adapt to Climate Change, promoted Chengdu and Guangyuan to deepen their efforts to build pilot cities for advancing climate-adaptive urban development, and systematically advanced the construction of sponge cities across the entire province. At the same time, Sichuan is planning and constructing a modern water network and accelerating the development of a more secure and reliable power system. These measures are designed to bolster the province's capacity to cope with extreme weather and climate events, thus steadily advancing the building of a climate-resilient society.

In the realm of environmental monitoring, Sichuan has established a total of 14 greenhouse gas automatic monitoring stations, taking the lead in establishing a greenhouse gas automatic monitoring network in the country. Regarding market mechanisms, the province has initiated the development of a carbon-inclusive mechanism for forestry and grassland, conducted its intra-provincial green electricity trading for the first time, and achieved 100 percent compliance in the province's carbon market for two consecutive years. The cumulative transaction volume of carbon emission rights has surpassed one billion yuan. Furthermore, Sichuan has promoted the development of multiple afforestation carbon sink greenhouse gas voluntary emission reduction projects and expedited the construction of a carbon-inclusive system for forestry and grassland.

A leading official from the Department of Ecology and Environment stated that Sichuan will continuously promote the structural adjustment and optimization, as well as the green transition, of the energy, industrial and transportation sectors, deepen structural reform in ecological conservation, strengthen the control of carbon dioxide and other greenhouse gas emissions, accelerate the construction of a product carbon footprint management system, and actively engage in the China Carbon Emission Trade Exchange and the National Voluntary Greenhouse Gas Emission Reduction Trading Market.
