The Third National Park Forum Opens in Chengdu

This year marks the 20th anniversary of the concept of "lucid waters and lush mountains are invaluable assets" and the 10th anniversary of the launch of the national park system reform in China. On August 19, the third National Park Forum, co-hosted by the National Forestry and Grassland Administration (National Park Administration) and the People's Government of Sichuan Province, opened in Chengdu, with the theme of "Conserving Natural Treasures, Building a Harmonious World".

On the opening day of the forum, Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, met with a delegation led by Liu Guohong, Secretary of the Party Leading Group and Director of the National Forestry and Grassland Administration (National Park Administration). During the meeting, the two sides exchanged views on such matters as thoroughly studying and implementing Xi Jinping Thought on Ecological Civilization, jointly strengthening the protection and utilization of forest and grass resources, promoting the development of the forestry industry, advancing high-standard conservation and high-quality development of national parks, and better supporting Sichuan's modernization efforts.

At the opening ceremony, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, and Jonathan Edward Austin, New Zealand Ambassador to China, delivered speeches respectively. Liu Guohong delivered a speech and declared the opening of the event.

Shi Xiaolin, on behalf of the provincial Party committee and the provincial government, extended congratulations in her speech on the convening of the forum and expressed gratitude to all the guests for their longstanding concern and support for Sichuan. She emphasized that Sichuan, situated in the upper reaches of the Yangtze and Yellow Rivers, serves as a core zone in China's "Seven Horizontal and Eight Vertical" ecological security framework and is one of the world's 36 biodiversity hotspots, bearing a critical mission to safeguard national ecological security. In recent years, Sichuan has firmly implemented Xi Jinping Thought on Ecological Civilization, put greater protection first in promoting the development of the western region in the new era, advanced the comprehensive development of the Giant Panda National Park, actively pursued the establishment of Ruoergai National Park, planned the construction of Gongga Mountain National Park, and accelerated efforts to build a Beautiful Sichuan. We will leverage this forum as an opportunity to devote efforts to safeguarding precious biodiversity resources and accelerating the development of flagship species protection demonstration zones; protecting, restoring, and conserving the ecological environment to continuously enhance ecosystem stability in the upper reaches of the Yangtze and Yellow Rivers; innovating the application of modern technological means to solidly advance smart and intelligent governance of national parks; and improving conservation management systems and mechanisms to steadily strengthen institutional safeguards for ecological civilization development. Through these efforts, we aim to accelerate the comprehensive green transition of economic and social development and contribute Sichuan's strength to advancing the building of a Beautiful China.

In his speech, Liu Guohong expressed welcome and gratitude to all participating parties on behalf of the National Forestry and Grassland Administration and the National Park Administration. He emphasized that establishing a national park system with Chinese characteristics represents a major structural reform in ecological conservation, which was personally planned, deployed, and promoted by General Secretary Xi Jinping, and also serves as a landmark initiative in building a Beautiful China and advancing the modernization featuring harmony between humanity and nature. We have consistently adhered to strict conservation, achieving notable enhancements in ecosystem diversity, stability, and sustainability; remained committed to benefiting the people, continuously strengthening their sense of fulfillment and happiness; and persisted in institutional innovation, gradually establishing unified and standardized management systems, aiming to propel the construction of national parks to take major strides and achieve significant outcomes. We will steadfastly uphold the aspiration for preserving the authenticity and integrity of natural ecosystems, deepen exploration and improve the development system, rigorously adhere to establishment requirements, scientifically standardize spatial management, meticulously restore holistic habitats, continuously advance ecological benefits for the people, and strengthen engagement with international organizations. These efforts will gradually embed the concept of national parks with Chinese characteristics in the public consciousness, enabling us to make new and greater contributions to advancing the high-quality development of national parks and realizing the modernization featuring harmony between humanity and nature.

In his address, Jonathan Edward Austin highlighted the significant role of national parks in protecting biodiversity in New Zealand and advancing global conservation goals. He stated that national parks are among their most powerful instruments for safeguarding nature. When we look forward, it is imperative to reaffirm our collective commitment to safeguarding nature—not only by expanding conservation area coverage, but more critically by enhancing its quality, inclusivity, and resilience. National parks must demonstrate ecological representativeness, maintain robust connectivity, and operate under equitable management mechanisms. New Zealand stands ready to work with China and other countries to secure a thriving future for nature through cooperative innovation, enabling national parks to continue to inspire, protect, and nourish life for generations to come.

Chen Shuping, Vice Governor of the People's Government of Sichuan Province, presided over the opening ceremony. Yan Zhen, Deputy Director of the National Forestry and Grassland Administration (National Park Administration), released the China National Parks Development Report, the National Park Monitoring System Construction Plan and the Standardized Design Manual for China National Park Visual Identity System.

Prior to the opening ceremony, attending leaders and guests toured an exhibition on achievements themed around national parks.

Attendees included Lyu Zhongmei, a member of the National People's Congress (NPC) Standing Committee and Vice Chairperson of the NPC Environmental Protection and Resources Conservation Committee; Chen Wei, Member of the Standing Committee and Secretary-General of the CPC Sichuan Provincial Committee; Wang Fengchao, Mayor of Chengdu Municipal People's Government; representatives of academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering; officials from relevant central ministries and commissions; representatives from foreign embassies and consulates in China, international organizations, and foreign national park management institutions; as well as domestic and international experts and scholars.
