On June 15th, 2018, Guangzhou Institute of Free Trade Zones of Sun Yat-Sen University released the "Blue Book of China PFTZ (2017-2018)" and the "2017-2018 China PFTZ Institutional Innovation Index".
According to the reports, the "Institutional Innovation Index" has laid out indicators for institutional innovation evaluation based on the main reform pilot tasks clarified in the "Overall Plan" and "Implementation Plan" of each Pilot Free Trade Zone, including five first-level indicators, 19 second-level indicators and 57 third-level indicators in "Investment Facilitation", "Trade Facilitation", “Financial Management and Service Innovation”, “Government Function Transformation”, and “Legal Environment”. The targets of assessment are 23 pilot free trade zones (areas), and their effectiveness of institutional innovation over the past year was examined systematically and deeply from multi-perspectives.
The Data for Index Evaluation Mainly Comes from Three Channels:
First, from rich first-hand information and interview records collected by members of the institute who have conducted field inspection in these pilot free trade zones, and their panel discussions with the local Free Trade Office, officials of management committee and enterprise representatives;
Second, from the “Literature Database of China PFTZ” co-built by the Institute of Research and professional institutions;
Third, from the PFTZ research reports submitted by universities and research institutes;
The research team adheres to the principle of objectivity and fairness, adopting basis for evaluation. The evaluation of institutional innovation efficiency pays more attention to the quality and effectiveness of innovative measures, and to their degree of emulation and generalization.
Among the Five First-Level Indicators for Institutional Innovation Evaluation:
The ranking of investment facilitation: In the third group, the Sichuan PFTZ (including Chengdu Tianfu New Area and Qingbaijiang Railway Port Area) topped the list;
The ranking of financial management and service innovation: In the third group, the Chengdu Area of Sichuan PFTZ topped the list.
On April 1st, 2017, the China (Sichuan) PFTZ was officially unveiled. The China (Sichuan) PFTZ consists of two parts, namely Chengdu and Luzhou, and three areas: Chengdu Tianfu New Area, Chengdu Qingbaijiang Railway Port Area, and South Sichuan Port Area, with a total area of 119.99 km2.
Over the past year, the achievements of Sichuan PFTZ have been gratifying!
In 2017, the number of newly established enterprises reached 22,000, with a registered capital of RMB 310 billion. 204 new foreign-invested enterprises were set up, accounting for one-third of the provincial total. The import and export of Chengdu and Luzhou PTFZ have increased by 49.1% in 2017.
From the Perspective of Reform Testing Tasks:
159 reform and testing tasks assigned by the central government have been launched in Sichuan across the board, resulting in more than 200 practical cases, including 28 pioneering ones. 21 typical experiences have been submitted to the Office of Joint Conference of the State Council. And Sichuan has taken the initiative to generalize these experiences to the whole province.
From the Perspective of Investment and Trade Facilitation:
The record-filing and business registration of foreign-invested enterprises have realized “one window” online service. Over 99% of foreign-invested enterprises have filed record, reducing more than 90% of the filing materials.
The “single window” of international trade was launched online and its feature application functions were being explored. “Internet + Enterprise Registration” was initiated for the first time, and the “one-time inspection” mode of the united examination area of customs and CIQ was implemented. The reform of “centralized declaration for goods imported and exported by lots” has reduced the amount of customs declaration by 94 %. The average customs clearance time for import and export from Chengdu Customs is 7 hours and 0.6 hours, 53.5% and 49.6% lower than that of 2016 respectively. The efficiency of import and export customs clearance ranks the 3rd and 8th respectively in the 42 customs districts of the country.
The “15 facilitation measures” for the entry and exit of foreigners and business personnel in the PFTZ were introduced. The time for the second endorsement for group tours from Hong Kong and Macau was reduced from 5 working days to two minutes.
Luzhou Port was approved as a pilot port of departure for the tax refund policy, and Luzhou Port and Yibin Port were authorized as the temporary port open to the outside in the country (until August 13th).
From the Perspective of “Streamlining Administration, Delegating Powers, and Improving Services”:
The first batch of 33 provincial-level management authorities were decentralized in the areas, and 99 pilot projects for “Separation of License and Operating Permit” were promoted in an orderly manner. It takes an average of 22 days to start a business across the country (less than one day for some developed countries).
The Administrative Examination and Approval Bureau of South Sichuan Port Area has been set up, increasing the work efficiency by 80%. The Bureau has finished handling 371 administrative licenses, of which 158 ensured “once for all” solutions, 15 guaranteed “none at all” errands, and 26 licensing items were concluded within one hour (Qingbaijiang Area and Shuangliu Area have been approved to establish the Administrative Examination and Approval Bureau).
Relying on the "Internet +", a commercial registration system featuring direct handling for remote registration requirements was implemented, reducing the work time to as fast as 3 working days.
The “Commitment Approach for Enterprise Investment Project” in Qingbaijiang Area has centralized the right of examination and approval to one department, compressing the work time by nearly 140 days (from 197 days to 60 days) before the start of project.
23 institutions in Tianfu New Area have been streamlined to 16 through the reform of “Large Department System”.
Chengdu has comprehensively promoted the reform for in-progress and post-event supervisions featuring “two random selections and one informational publicity ”. It has canceled 298 certificates, and explored state and local joint taxation.
A comprehensive law enforcement agency in the field of mage markets has been established in Qingbaijiang Area, and a comprehensive law enforcement bureau for environmental protection and urban management has been set up in the High-tech Zone.
The Court of the South Sichuan Port Area was officially established as the first People's Court of the PFTZ approved among the 11 PFTZs in the country.
