The Chengdu Region of the Sichuan Pilot Free Trade Zone will launch an action plan to reform and surmount “hard issues”. The plan centers around five major aspects such as the construction of international strategic channels. And 15 reforms tasks will be implemented. The reporter learned from the Chengdu Management Committee of the Sichuan Pilot Free Trade Zone on June 8th that the action plan will be built to a specific plan which can be operated, quantified and easily assessed by the end of June, and subsequent actions will be injected to continue to tackle hard issues.

The action plan targets major cross-sectoral and cross-domain reform experiments with strong systematic integration as the reform task of “hard issues”, aiming at accelerating exploration to blaze 15 new reform paths in five major areas by enhancing the synergy between different sectors and different fields. Specifically, it includes three aspects of the construction of international strategic channels firstly, which intends to deepen the reform of "one bill of lading system" for the multi-modal transport of international trains, expand "concentrated assembly and transportation" of international trains, and promote the facilitation of customs clearance, so as to further enhance the connectivity of international trains with the outside world. Secondly, it includes three aspects of international investment and trade platform construction, which intends to superimpose value-added services, bonded maintenance base in Shuangliu aviation, certification standards and service system for low carbon exports unto the upgradation of the "single window (standard version)" for international trade. The purpose is to deepen the construction of a service platform for trade in goods and services, so as to establish a sound system for service and trade. Thirdly, it includes the activation of a global innovation factor, which aims to implement the global Top Science Park Partner Program (TSPPP) to integrate global innovation and entrepreneurship factors, in an effort to build Chengdu into a national leading “Model” in this regard. Fourthly, it includes seven aspects concerning the improvement of legalization, internationalization, and facilitation in the business environment, which intends to set up statutory bodies, launch "multi-plans integration" trials in the industrial function zones of the Pilot Free Trade Zone, "multi-evaluations integration" trials in the industrial function zones of the Pilot Free Trade Zone, establish a market-based smart supervision platform, simplify the cancellation of registration for enterprises, construct a supervision system for commercial factoring, and explore a new model for international community construction, so as to strive to establish an open and flexible international management system which conforms to international standards. Fifthly, it includes one aspect regarding the elevation of the strategic position of Chengdu in the new opening-up pattern of China, which intends to carry out research on functional planning and institutional framework of regional inland free trade ports, so as to lay a foundation for the development of the inland free trade ports.

Chengdu will secure smooth implementation of the action plan with results evaluation, process supervision to ensure the fulfillment of responsibility, as well as with the introduction of supervision mechanism over the implementation process and a third-party evaluation mechanism.
